Cambridge Annual Meeting Minutes - November, 2013
The annual meeting was called to order at 7:00 at the Indianapolis Yacht Club. Board member attendees included Al Morey, Rachel Quade, Chuck Miller, Christine Nevogt, PatCarlini-Miller, Kara Reibel, Michael Welch, Dan Quigley (Kirkpatrick).
Neighborhood Patrol (NP) Presentation (Tom Traython)
- Things have been fairly quiet in Cambridge. However, reported theft in the area is on the rise. Keep your doors and cars locked. Do not have any valuables in your car. Remember to close your garage doors and never let anyone into your home that you don’t know!
- If you see something that looks out of place, PLEASE call NP immediately.
- Call NP about solicitors RIGHT AWAY so they investigate further.
- NP speed radar will be placed out on Springstone again soon! Hopefully this will help slow some traffic down.
- Vacation checks are still a valuable resource for residents. You can call NP or go on their website to register for a vacation check: http://geistpatrol.com/
- Golf carts are NOT allowed on highways/streets in Fishers. No one under the age of 16 is permitted to drive a golf cart. Fishers PD may begin enforcing this at any time. Please feel free to contact Fisher PD at 317.595.3300 with any questions.
Review and Approval of 2012 Annual Meeting Minutes
Kara Reibel made a motion to approve the 2012 minutes. Michael Welch seconded. Motion passed unanimously.
Treasurer’s Report (Chuck Miller)
- Cambridge continues to be in a very solid financial position in both the Operating and Reserve Accounts.
- The total operating amount as of 10/31/13 was $56,656.97
- The total reserve amount as of 10/31/13 was $118,789.47
- One significant variance to 2013 budget was snow removal (over by $5,157.75)
- 10 residents have delinquent dues totaling 11,452.32; legal judgments have been filed.
- Reserve Account Expenses: Park/Playground Enhancements totaling $26,379 and Entrance Enhancements totaling $26,268
- An Independent Financial Audit was conducted in Feb 2012; no major findings were noted
- Reserve Study Funding Plan was conducted in January 2009
2013 Budget (Chuck Miller)
- Copy of budget was sent to homeowners.
- Chuck Miller made a motion to approve the 2013 budget. Rachel Quade seconded motion. Motion passed unanimously.
Committee Reports
- Architectural Control (Al Morey) – If you are considering any exterior changes to your home, please fill out the architectural request form on website. It is important that any changes are in accordance with our covenants and restrictions. The review board has 30 days to provide a response, but the turnaround time is generally much quicker and usually no more than 2 weeks. Fishers has a 35% rule whereas a property is not allowed to have more than 35% hard surface. This has become an issue for residents; in particular property owners how are looking to install a pool in their yard. Fishers has been granting variances and board is happy to assist owners in any way to obtain one.
- Landscape (Pat Carlini-Miller and Kara Reibel) – Ken Branam (Cambridge resident) has been doing landscaping this year. This year there were enhancements done to all of the entrances and they look awesome! The board applied for a grant from Fishers and was awarded $4,000 towards this project. Christmas will be hung at the entrance soon by a professional and this year we do not anticipate any electrical issues since we improved the electric at the entrances as well. If you have a green thumb and have any plant suggestions for the board please let us know!
- Park (Christine Nevogt) New playground equipment was installed this year and we have had all positive feedback about it. In 2014 the board is considering removing the old sand volleyball court and installing a new pavilion. If you have any other suggestions for the park please contact a board member or Dan Quigley (Kirkpatrick).
- Social (Rachel Quade) The board sponsors an annual Easter egg hunt at the park, 4th of July parade and party (the largest family event), Oktoberfest (adults only), and Santa Sleigh Visits. Please contact the board if you would like to volunteer with helping out at any of these events. They are a ton of fun!
- Newsletter (Kara Reibel– If you want to receive the newsletter you can sign up on the Cambridge website. Past newsletters are also posted there.
- Website (Christine Nevogt) – Our website is meant to be a resource for residents to find all board meeting minutes, newsletters, covenants and restrictions, safety reports and information, photos, social agenda, contact information and current updates. So far in 2013 we’ve had 2,343 visits and of those 1,540 are from unique visitors. When we have important announcements signs are placed at the entrances alerting folks to check the website and we do see a spike in activity when those signs are out!
Open Discussion
- There was a suggestion to bring all future construction traffic through the entrance on Olio by the cemetery.
- Deeded docks are NOT covered under the associations insurance policy. It would fall under the homeowners policy.
- The deeded dock owners in the “new cove” will be notified and a dock reserve fund will be established for them.
- Fishers is looking into setting up a conservancy to help maintain Geist, but this is still a few years in the making. Until then residents are encouraged to get together to treat the water. The association cannot get involved with the treatment for legal reasons.
- The board is considering replacing all of the street signs in Cambridge. The cost would be significant, but it would give the neighborhood a classier look and feel. If we replace the signs the association would be responsible for maintaining and/or replacing the signs in the future (currently Fishers is responsible). It seems the majority of residents at this meeting were in favor of replacing the signs.

- One of the maple trees at the park died and Ken-Cut can replace it for $185. Al made a motion to replace the tree. Chuck seconded. Motion passed unanimously.
Kinder Electric – Lighting has been changed out at the entrances
- 96th street has been upgraded
- Dan is going to go back to Kinder and see if we can change out the lights at the 96th St entrance to go behind the flowers instead of in front of them

- Certified letter sent out to all 18 Crisfield Deeded Dock owners on May 30th asking about # of keys to distribute. 17 out of 18 where signed for by the owner. As of today I have received back 7 responses – 3 people want another key, 2 people think # of keys is just fine and two people had other ideas.
- 51/53 dock owners paid in full for first half 2013 Dock Reserve
Correspondence – 6 violation letters sent to homeowners for trailers, car parking and/or commercial vehicles

- The new equipment has been installed and we’re getting a lot of positive feedback about it! Chris made a motion to have Ken-Cut install a fresh layer of “play soft” mulch to the entire area. Seconded by Mike. Motion passed unanimously.
- Two spinner seats that were ordered have not been installed yet. Chris will talk to Dan L. at Recreation Unlimited to make sure that they rake the new mulch back before they install the seats.

Ken-Cut
- Cambridge has been billed in full for all three entrances. Dan is going to set-up a meeting with Ken-Cut to walk the entrances in order to ensure that everything was done correctly before we pay the final bill.
- Last year we did a Emerald Ash Borer treatment on 8 Ash trees for $650.00. Dan is going to have Ken-Cut tag all of the Ash trees so we know where they are and can make a decision about treating the trees going forward.
Trash Removal – Town of Fishers meeting May 14th, 15th.
– If Fishers decides to have a city wide trash removal contract it would be awarded in September. There will be no opt out option for individuals. Recycling will be included at no additional charge (every other week). There will also be no fuel surcharge.

- Some deeded dock owners would like more keys: Two homeowners from Chrisfield who own deeded docks on Chrisfield came to this board meeting to speak on behalf of the dock owners about the desired number of keys for the rekeyed gate. A suggestion was made to send out a letter asking for all of the Chrisfield deeded dock owners input on the amount of keys each owner should have for the gate. Al made a motion to send the letter certified. Kara Seconded. Motion passed unanimously.

- Kara made a motion to approve the quote from Recreation Unlimited which included the “momma bear” playsystem and two spinner seats. Chuck seconded. Motion was approved unanimously. Kara is going to call Recreation Unlimited tomorrow to try to negotiate a reduced price and place the order!
- Dan is going to look into the cost of adding an additional park bench to match the existing benches in the “nook” near the new playsystem

- A number of families have expressed a desire to remove the sand volleyball court b/c of issues with cats and wild animals using it for a litter box. Dan is going to get quotes for removal.
- Chris suggested building a covered pavilion with a fireplace in that same area. Al will look into pricing.

Landscaping – Reviewed 4 quotes to spruce up the entrances. Al made a motion to go with Ken-Cut to do all of the beds as quoted. Mike seconded. We’re hoping to get grant money from Fishers to help fund part of this project. We are requesting that this project is to be completed by May 1st. Kara is going to be the point of contact for landscaping with Ken-Cut going forward.

HSE Referendum – There is a $95 million referendum that will be voted on in May of this year. Funds are proposed to be used to build onto the two existing high schools (Calling it the Senior Academy). The money will come from tax increases based on property value. More information can be found online on the HSC website.

- Tinder changing locks week of March 5th. One key will be provided to each dock owner.
- Al made a motion to go ahead and refloat the dock that has not been done yet due to delinquent dock assessments Mike seconded.
Park – Chris is going to start looking into the cost to replace the equipment at the park. Dan will send all of the info he has on hand.
Social – The Easter Egg Hut will be on March 23. Egg drop off spots will be at Pat and Kara’s house. Kara will send out a newsletter about it.

Landscaping
- We are looking into improving the entrances to Cambridge and utilizing a matching grant program Fishers is currently offering.
- Received quotes from: Green Touch, Ken-Cut, PJE, and LA Landscapes (Kort)
- Kara and Pat are going to take charge of the landscaping and get revised quotes from each company that are apples to apples so it’s easier for us to compare quotes.
Christmas Lights
- Brickman Landscaping did a great job! Next year one of us will go out there when they are putting up the lights to help direct placement of the decorations.
Town of Fishers
- Request made to look into streetlight at the corner of Springstone & Chrisfield – They said it would be Cambridge HOA responsibility
- Sidewalk at 12999 Shoreline turned into Fishers for repair – Should be fixed in the spring

- We are looking at our current contract with Republic and getting a quote from Rays.
Docks
- No written responses received from any of the dock owners to the budget letter that was sent out. One Chrisfield owner called to ask when dock work was going to be done.
- Declarations – Section 5.J – Docks and Piers. All docks and piers constructed adjacent to any lot in the development shall be for the personal use of the lot owner.
