2015 Annual Meeting MinutesPlease note that these meeting minutes will be officially approved by the neighborhood at the next ANNUAL meeting in November 2016.

The annual meeting was called to order at 7:00 at the Indianapolis Yacht Club. Board member attendees included Al Morey, Chuck Miller, Christine Nevogt, Pat Carlini-Miller, Dan Quigley (Kirkpatrick).

19 homes represented – 17 in person – 2 by proxy

  • Call To Order
  • Geist Patrol Presentation (Mike Johnson)
    • If you feel like there are gaps in their service or you are not getting the kind of service you are expecting please let Mike know, as he wants to provide exceptional service!
    • There has been reported theft in the area – in particular car break-ins. Keep your doors and cars locked. Do not have any valuables in your car. Park cars inside your garage if possible and remember to close your garage doors!
    • If you see something that looks out of place, PLEASE call Geist Patrol immediately. The numbers are listed on the Cambridge website and stickers were passed out to the folks at the annual meeting.
    • Mike handed out a Fishers Neighborhood Crime Watch Report and a call log for calls GP has received from Cambridge this year.
    • Vacation checks are still a valuable resource for residents. You can call GP or go to the website to register for a vacation check: http://geistpatrol.com/
  • Review and Approval of 2014 Annual Meeting Minutes
    • A motion was made to approve the 2014 minutes and was seconded. Motion passed unanimously.
  • Treasurers Report (Chuck Miller)
    • Cambridge continues to be in a solid financial position in both the operating and reserve accounts.
    • Cash-on-Hand as 10-31-15: Operating Account = $38,838 & Reserve Accounts = $165,087.61
    • Major 2015 budget variances: NONE!!!
    • 6 property owners have delinquent dues = $3,685.75 (the lowest amount its ever been)!
    • Reserve Account Expenses (projected): A aprox 20×40 Gazebo/Pavilion will be installed at the park where the sand volleyball court is currently located = $40,000
    • Monthly board meeting minutes and a snapshot of the financials are posted each month on our website for homeowners to view.
  • 2016 Budget (Chuck Miller)
    • Copy of budget was sent to homeowners.
    • A motion was made to approve the 2016 budget and was seconded. Motion passed unanimously.
  • Committee Reports
    • Architectural Control (Al Morey)
      • If you are considering any exterior changes to your home, please fill out the architectural request form on the Cambridge website. It is important that any changes are in accordance with our covenants and restrictions. The review board has 30 days to provide a response, but the turnaround time is generally much quicker and usually no more than 2 weeks.
    • Landscape (Pat Carlini-Miller)
      • We trimmed trees by the park this year so that we don’t lose any more due to heavy winds/storms – only lost one so far.
    • Park (Pat Carlini-Miller)
      • The pavilion will be added soon!
      • We plan on mulching the playground area in the spring.
      • We will be repainting the gazebo near the water next year.
    • Social (Pat Carlini-Miller)
      • The board sponsors an annual Easter egg hunt at the park, 4th of July parade and party (the largest family event), Oktoberfest (adults only), and Santa Sleigh Visits. Please contact the board if you would like to volunteer with helping out at any of these events. They are a ton of fun!
    • Newsletter (Christine Nevogt)
      • You can sign of to receive emails on the Cambridge website and one-click unsubscribe at anytime. Your emails are not shared with any 3rd parties. You will receive info about social events and any other important news the board would like to share.

      • Our website is meant to be a resource for residents to find all board meeting minutes, covenants and restrictions, safety reports and other information, as well as photos, social agenda, contact information and current updates.
      • We get almost 3,000 visitors are year which is really a good number for our small little niche
  • Open Discussion
    • A suggestion was made to level out the field behind the park so that it’s a more usable space. This is something the board can look into however it would be very costly.
    • Another topic of discussion is the fence along Olio Rd and what to do about it. One thought was to create a separate reserve fund for the property owners along Olio Rd. The board will continue to work with the homeowners to try to find a solution.
    • A question was raised about the cost for Geist Patrol and if it was worth the expense. Seems like most folks like the service and would like to keep it.
    • The water company is planning on dredging the east end of Geist in the near future.
    • Where IMI is now will be a separate development in the future.
    • Some folks are not very happy with the Halloween display on Springstone Rd. The board has contacted the City of Fishers to see if there is anything that can be done.
    • Another concern is the speed of cars going by the park. The board will request that Geist Patrol puts out the speed radar near the park again.

Board of Directors Meeting The meeting was called to order at 6:30pm at the home of Al Morey. Board member attendees included Al Morey, Rachel Quade, Chuck Miller, Chris Nevogt, Ed Merchant, and Dan Quigley (Kirkpatrick)

Financial Report – Chuck Miller

  • 2016 Proposed Budget was reviewed. Chris made a motion to approve the proposed budget. Rachel seconded. The motion passed unanimously.
  • Delinquency Summary report
    • 6 homes – totaling $3,685.75 (11/10/2015)
    • Delinquencies from years past:

  • 2,975 visitors
  • 7,990 page views
  • The average person views 2.69 pages per visit and spends about 1:49 on the site each time.

    “It’s not a huge number relative to the Internet at large, but it is pretty remarkable considering the size of the neighborhood and niche role it plays. The homepage is the most popular (37% of views), but the pages for residents and the welcome “kit” stuff (like HOA forms, social stuff, etc.) are at 12% and 9% respectively” – Justin Harter

2015 Directory – Great response from Website sign up

  • 74 homes sent in new information
  • Last year we sent Directories with Payment Coupons
  • Received great pictures from Rachel to include in the directory

  • Complying on the lights
  • Out of Compliance on the mailboxes

Santa’s Sleigh – December 6th details will be posted on the website and Justin will send out an email.

Christmas Lights – Brickman will be putting up lights again this year

  • The site is doing great. Facebook has also been a useful resource for residents.
  • Chris posted on our website and Facebook that we are “Looking for a Social Chair” and got one response!

Oktoberfest– Moved to October 17th, 2015. Chris is going to have Justin update the website.

  • Reminder letter and signs worked very well for dues reminder

Construction Information – “No construction traffic” sign for 96th Street was installed last month

  • Boat Docks– in 2016 we’ll create separate reserve bank accounts for each dock
  • Water Ridge Docks –summer project complete
  • Chrisfield Docks – Bill is working with neighbors to stain the dock at the end of the year once all of the boats are gone and install rip rap.
  • Golden Ridge Docks – no report

Gazebo–Options for Fall

  • Remove sand and sod only
  • Remove Sand and Concrete only
  • Install the gazebo that is a similar style to the existing gazebo across the street in the common area. Chuck, Al, Bill are getting quotes for materials and/or labor.

Violations

  • 8 violation letters sent in August

2016 Directory – 48 new residents since last Directory. Chris is going to have Justin post on the website contact info updates due by Nov 17th.

Marina Limited Letter – Letter from Marina Limited/Cambridge will be sent to all property owners who have a dock reminding them of the covenants as they pertain to the dock owners and private use of their docks. The board will review the letter before it’s sent out.

Annual Meeting – Chuck is going to check with the IYC to see if Nov 17th is open for the meeting

Website Report

  • The site is doing great. Facebook has also been a useful resource for residents.
  • Chris is going to have Justin post something on the website to see if we can get volunteers for social events (“Looking for a Social Chair”). The HOA would pay all of the bills, set all of the dates and give you all of the tools you need.

July 17th– Luau

  • We had a good turnout! Everyone seemed to enjoy themselves. Next year we’ll go back to the July 4th parade and party again.
  • Rachel is going to find out how much a band costs and maybe we’ll have a event next year with a band and food trucks.

Oktoberfest – Will be Oct 3rd

  • One paid settlement with lawyers
  • Reminder letter and signs worked very well! 24 properties still owe 2nd half (78 in 2014, 84 in 2013).

Landscape Maintenance – Ken Cut

Boat Docks

  • Water Ridge – Rip Rap, Staining and repair is done – Thank you Chris!
  • Crisfield Docks – no news
  • Golden Ridge Docks – no news

Park Gazebo/Pavilion – Dan is going to call Aaron to ask if we can have a copy of what he has drawn and show him what is needed in order to get the permit from Fishers to build.

Violations

  • 1)  – Court Date August 27th for architectural violation
  • 2)  – Yard light being removed at one property

2015 Directory – Dan is going to ask Mike Welch to review it again this year.

Marina Limited Information

With the addition of Sections 10 and 11 to Cambridge, there are several Private Drives associated with each Section. These Private Drives or “Blocks” are owned as an undivided interests by the lots that abut to each Private Drive. The maintenance of the “Blocks” are then the responsibility of each owner to contribute for the repairs. The HOA will work on setting up a budget and collect the funds from owners to maintain these roads.

There is also a set of 15 docks in the new section that needs to get a budget & collection established.

  • Lawyers have filed judgments on 2 properties
  • Trash is currently stopped at 4 properties
  • One house sold at Sheriffs Auction last month ($3,120.49 written off as Bad Debt)

Delinquency Policy

  • 1st letter sent – February 5th
  • 2nd letter sent – March 3rd
  • 10 day letter will be sent – April 5th
  • Accounts turned over to lawyers on April 15th – 20th
  • Chuck made a motion to NOT cut off trash pick-up for property owners who are only delinquent for late fees. Rachel seconded. Motion passed unanimously.

Trash policy – April 22nd, 2014 – Approved Meeting Minutes –

  • “Going forward once a homeowner is 30 days past due we’ll sent out a letter reminding them that trash will be turned off if not paid.”

Snow – Ken Cut Snow and Salt this year

  • Salt –14 salt applications (21,500 lbs ) – $5,520.00
  • Plow – 3 Plows – 1/6, 2/21, 3/1 – $4,800.00
  • Annual Budget $16,000

Mailboxes – Chuck made a motion to have Kirkpatrick hire a contractor to go around and fix/replace any broken latches, hinges, and flags. The board will supply someone with product to clean and polish the mailboxes with car wax early this summer. Rachel seconded. Motion passed unanimously.

Ken Cut – thinks we should remove trees at bottom of Chrisfield. We are looking into removing or trimming back trees at bottom of Chrisfield that are blocking the sidewalk. Ken-Cut does not believe they would look good once trimmed back. Board members will look and give their opinions this week.

Dock Report – Meeting was held March 19th, 2015

  • Meeting went well and all dock owners seemed like they are happy the dock reserve system

Gazebo – for Playground area. It’s going to match the existing design across the park but bigger (20×40) and open air (not enclosed with the benches)

Easter Egg Hunt – Rachel said that Royal Pin will donate some Easter eggs and free bowling gift certificates/coupons. All board members/volunteers should be at the park at 10am to help set-up.

Capital Expenditure: Concrete repair for the common walk-way = $900

Delinquencies – Judgments on 2 properties

  • Lawyers have filed on 2 additional properties
  • Trash stopped at 5 properties
  • As of today only 22 total left for first half dues. Dan is going to send out another notice and note that trash service will be stopped if dues not paid w/in a week.
  • Chuck and Dan are going to draft a trash stop policy for the board to review at the next meeting

SnowKen Cut – 2 plows this year and four salt applications

Pear Trees – Trees at the park need to be trimmed. Dan obtained 3 quotes and Al made a motion to have Ken Cut trim the trees since they currently service Cambridge and they bid was the most competitive. Chuck seconded. Motion passed unanimously.

Dock Report – Meeting in March for all dock owners

  • March 19th – 7:00 pm
  • Indianapolis Yacht Club

Pothole Repair – Keep Dan posted as they pop up and I will get Fishers on it

Westfield Lighting – Going to stock pole lights
Hanover 4-6 weeks deliver – $401.85 light/ $103.79 pole

Neighborhood Directory – went out with assessments
No feedback at all

Camp Creek ACC Follow-up – Work done so far does not match what was approved. Dan is going to draft a letter and send it out requesting a written response w/in 2 weeks.

Dock Report – Meeting in March for all dock owners. Chuck is going to see if the 19th at 7pm is open at the IYC

Easter Egg Hunt – March 28th, 2015 @ 11am

Golf Cart Ordinance – Fishers passed an ordinance that requires a 75% vote in favor of allowing golf carts to be driven on public roads w/in a subdivision

Geist Lake Water Quality – Chuck is going to email Chris some info to post on our website along to a link where folks can go to get more info.

Newsletter – Chris will get with Justin to send out an email with info about the Geist water quality, dates for upcoming events (Easter Egg Hunt, Dock Owners Meeting), etc.
