The annual meeting was called to order at 7:00 at the Indianapolis Yacht Club. Board member attendees included Al Morey, Rachel Quade, Chuck Miller, Christine Nevogt, Kara Reibel, Michael Welch, Dan Quigley (Kirkpatrick).

26 homes represented – 23 in person – 3 by proxy

  1. Call To Order
  2. Geist Patrol Presentation (Mike Johnson)
    • There has been reported theft in the area. Keep your doors and cars locked. Do not have any valuables in your car. Remember to close your garage doors and never let anyone into your home that you don’t know!
    • If you see something that looks out of place, PLEASE call NP immediately. The numbers are listed on the Cambridge website.
    • Vacation checks are still a valuable resource for residents. You can call NP or go on their website to register for a vacation check: http://geistpatrol.com/
  3. Review and Approval of 2014 Annual Meeting Minutes
    • Al Morey made a motion to approve the 2013 minutes. Rachel Quade seconded. Motion passed unanimously.
  4. Treasurers Report (Chuck Miller)
    • Cambridge continues to be in a solid financial position in both the operating and reserve accounts.
    • Cash-on-Hand as 10-31-14: Operating Account = $43,425.38 & Reserve Accounts = $135,696.64
    • Major 2014 budget variances: Snow Removal over by $9,000 & Bad Debt write-off $6,000
    • 5 property owners have delinquent dues = $7,135.25
    • Reserve Account Expenses: Trees at 96th Street Entrance $6,276.41 & Deeded Dock Improvements $13,130
  5. 2015 Budget (Chuck Miller)
    • Copy of budget was sent to homeowners.
    • Al Morey made a motion to approve the 2015 budget. Kara Reibel seconded motion. Motion passed unanimously.
  6. Committee Reports
    • Architectural Control (Al Morey)
      • If you are considering any exterior changes to your home, please fill out the architectural request form on the Cambridge website. We updated the form this year. It is important that any changes are in accordance with our covenants and restrictions. The review board has 30 days to provide a response, but the turnaround time is generally much quicker and usually no more than 2 weeks.
    • Landscape (Kara Reibel)
      • We got a lot of positive feedback on the flowers this year. The large pines at the 96th Street entrance were dying so we had to replace all of them.
    • Park (Christine Nevogt)
      • Not much happened in 2014 since we replaced the park equipment last year. In 2015 we removing the old sand volleyball court and installing a new pavilion. If you have any other suggestions for the park please contact a board member or Dan Quigley (Kirkpatrick).
    • Social (Rachel Quade)
      • The board sponsors an annual Easter egg hunt at the park, 4th of July parade and party (the largest family event), Oktoberfest (adults only), and Santa Sleigh Visits. Please contact the board if you would like to volunteer with helping out at any of these events. They are a ton of fun!
    • Newsletter (Kara Reibel)
      • We are not going to be doing a newsletter any longer since we are now using MailChimp to send out information. You can sign of to receive email on the Cambridge website and on-click unsubscribe at anytime.
    • Website (Christine Nevogt)
      • www.springsofcambridge.com
      • Our website is meant to be a resource for residents to find all board meeting minutes, covenants and restrictions, safety reports and other information, as well as photos, social agenda, contact information and current updates.
    • Open Discussion
      • Deeded docks are not covered under the associations insurance policy. It would fall under the homeowners policy.

  8. Al Morey made a motion to accept all board members as written for the 2015 Cambridge Board of Directors. Christine Nevogt seconded the motion. Motion passed unanimously.

Oktoberfest – Follow up; event was very successful!

Delinquencies – Judgments on all 3 delinquencies over 120

  • Trash pick-up has been stopped on the remaining

KMC Group – Weekly Grounds pick up

  • Re-paint the black “Cambridge” and power wash seal the entrance walls in Nov.

Insurance – to double the D & O insurance it would be an additional $994.00 per year. Chuck made a motion to purchase the additional coverage. Mike seconded. Motion passed unanimously.

Landscaping – Pine tree is dead at 96th St entrance

Mailboxes – JD Peeler – doesn’t want to work with Fischer Homes so we’re going to take over the mailboxes and have the builders order them through KMC and then we’ll hire JD Peeler

Westfield Lighting – Pole lights are not kept in stock so it’s currently a 4-6 week lead-time. Al is going to call them to see they will start to stock a few for all of the new construction.

  • Mike made a motion to add a line item for a $500 donation to the GLC fireworks. Chris seconded. Motion passed unanimously.

  • Chuck is going to check with the Yacht Club to make sure that date is open

  • Justin is doing a great job getting things posted right away and sending emails out!

Oktoberfest – Chris will email the assignment spreadsheet to everyone. We are going to meet at 8pm on Monday Sept 29th to hang the lights.

Delinquencies – Judgments on all 3 delinquencies over 90

  • 54 homes charged late fee, 20 remain unpaid today
  • 4 homes are paid in full but didn’t pay late fee
  • Trash pick-up will be stopped on the 20 remaining unpaid as of tomorrow

Section #9 and #10

  • Dan did receive some complaints about construction traffic last week

KMC Group – Weekly grounds pick up

  • Reviewed quote for power washing walls
  • New sign at Golden Ridge Dock

Creekside sidewalk – A-1 concrete leveling finished up July 29th

12999 Rocky Point Road – no new news

  • The mortgage company has applied to the court for a foreclosure decree. The Judge might issue a foreclosure decree soon, or might wait for a while to give the owner some more time to respond.

Ken Cut – contract up this year. Dan is going to see if they will renew with the same pricing for the next three years and get other bids as well.

Dock Report – no dock report

Springstone Road and Olio Road Entrance

  • Ken cut bored hole and ran irrigation
  • Kinder electric has everything hooked up as far as lights

Correspondence

  • 7 trailer letters sent last week
  • 10 mailbox letters sent
  • Reviewed Call log/ Action List since last meeting

Mailboxes – We are considering getting the mailboxes (just the box, not the post) all replaced in 2015. Dan is going to check the records to see when they were installed – the estimated timeframe to replace was 5-7 years.

Neighborhood Directory – Mike Welch

  • 55 homes have updated their information via website
  • Books delivered with Annual Meeting Notices
  • September 15th deadline
  • Dan is going to get some updated photos for the directory

Ninestar– Cutting down multiple dead ash trees at 96th Street entrance

  • Cutting down just a couple trees at Olio

Pavilion – Al Morey got a quote and is going to get more to compare with.

  • Suggestions to enhance the pavilion:
    1. run electric to the pavilion
    2. add a fireplace
    3. add a bar

      • Construction entrance has opened up and builders and developer have been asked to direct all traffic there.

      • Kara found a couple grammatical errors in the guidelines and Dan is going to send a corrected copy to post with the minutes.
      • Al made a motion to pass the guidelines with the noted changes. Kara seconded. Motion passed unanimously.

Pavilion – Al Morey

      • Al is still waiting on pricing. He will follow-up to see if it is possible to have it built in time for Oktoberfest (first Sat in October).

      • Sent Justin a request for some changes and to add photos to the website. Will ask if he can have the new site up and running by the end of June.

Section #9 and #10

      • Neighborhood patrol will try to direct construction traffic away from entrances
      • Al made a motion to have an Geist Patrol officer by the entrances for a day to help direct construction traffic (will pay extra if needed). Mike seconded. Motion passed unanimously.

KMC Group – Weekly Grounds pick-up

Kinder Electric – Lighting has been moved at 96th street entrance.

Creekside sidewalk – A-1 concrete leveling scheduled this month

12999 Rocky Point Road – The board received a petition from residents on Rocky Point regarding the poor condition of 12999 Rocky Point.

      • Chuck made a motion to take the petition and our draft response to legal counsel for review prior to mailing the response. Rachel seconded. Motion passed unanimously.

Ken Cut – Ash Borer treatment proposal attached. Al made a motion to treat the trees. Chris seconded. Motion passed unanimously.

      • 96th street tree quote is attached for the new pines.

Dock Report

      • Chrisfield Docks – John Osbourne
        • walkway – Meyers Concrete – scheduled to start 6/9/14
      • Golden Ridge Docks – Steve Crane

      • Our attorneys wrote up additions to our Cambridge Boat Dock Guidelines. Al made a motion to adapt these additions. Chuck seconded. Motion passed unanimously.

      • Going forward once a homeowner is 30 days past due we’ll sent out a letter reminding them that trash will be turned off if not paid

Website Report – Christine Nevogt

      • Justin has a development site setup separate from the existing site. This way the existing site can stay up while we work on the new one. We should have something to review next month that looks like a functioning site.
      • Kara uses the email home@springsofcambridge.com to email the newsletter so we’ll have Justin renew it.

Neighborhood Events

      • Garage Sale on Sat May 31st from 8-noon. Dan is going to look into renting 2 large signs for the Olio and 96th St entrance and also put a few smaller signs out along Springstone.
      • 4th of July Parade – June 27th

Section #9 and #10 –

      • Construction entrance has opened up and builders and developer have been asked to direct all traffic there

Mailboxes – The board is going to assess the mailboxes each year prior to creating the annual budget and decide if it is time to replace them. Projected to be replaced within the next few years.

Neighborhood Patrol – February Fishers Police report shows no criminal activity in Cambridge!
Ken Cut – Mulch down – pansies going in soon

      • Getting pricing on tree replacement for 96th street
      • Same flowers all year as last year

Correspondence – Letters send out to homes with commercial trucks in the driveways

Directory – We are going to send a form to gather updated contact info along with the letter we send to residents prior to the annual meeting each year

Roads – Dan sent in pics to Fishers of the street near the intersection of Springstone & Water Ridge Dr and requested repairs

Dock Report – Spring Dock Meeting tomorrow night

Website – Chris is working with Justin on the new website design. We should hopefully have a site to review by the next meeting

      • Al suggested having an “archive” page where old posts can still be viewed
      • Chuck made a motion to pay Justin (our web designer/master) yearly instead of monthly. Mike seconded. Motion passed unanimously.

2013 Treasurer’s Report

      • 55 homes delinquent on dues

Section #9 and #10

      • At this time, only lots #344, 347, 348, 350-366 can purchase a boat dock. Chris & Dan will get declarations for these sections posted on the Cambridge website
      • Cambridge Cove way and Geist Cove way are private streets…we will need to set up separate reserve


KMC Group
– Weekly Grounds pick-up will happen this week (it’s been too cold)

2014 Mailbox Project – Bids Due March 15 – 115 boxes

Snow/ Ice removal – Due to this awful winter we may be over budget

      • No major complaints, but some of us thought they looked a little sloppy
      • Might be a little different next year if the pines at the 96th St entrance need to be cut down

Neighborhood Patrol – Contract renewed for 2014 – 2016 w/no price increase

      • January Fishers Police report attached

Directory – Chris made a motion to send out the directory every year with the annual meeting packet and have a reminder about when the HOA dues are due on the front cover. Chuck seconded. Motion passed unanimously.

Dock Report – Spring Dock Meeting – March 26th at the Yacht Club (Chuck with check with the club to make sure that date is available).

GLC Meeting – There is a informational meeting on March 3rd @ 6:30pm at the Yacht Club about treating Geist water in 2014 and in the years to come.

Misc Issues
– Need to move the trash dumpster at the new build on Springstone (it’s overflowing)

      • Dan is going to call the town of Fishers to get a “No Parking” sign on Springstone near the Olio entrance so that we don’t get construction trucks parked by the Fishers new build that might block the entrances
